Local Place Plan
A Local Place Plan is a community-led document that clearly communicates proposals for the development or use of land and buildings in the local area.
Introduced by the Planning (Scotland) Act 2019, Local Place Plans enable community councils or community-controlled bodies to engage with their communities, identify ways to improve their area, agree on priorities, and take action—often in partnership with others.
The creation of the Tongue, Melness and Skerray Local Place Plan was funded by the Highland Third Sector Interface and was completed by the Community Council with assistance from UpNorth Community Development Trust and North Coast Connection.
A community consultation exercise took place over the Summer of 2025 and the completed Local Place Plan was submitted to Highland Council in January 2026. The Local Place Plan for Tongue, Melness and Skerray was validated in June 2026 and added to the Highland Council’s Local Place Plan register. With the consent of Bettyhill, Altnaharra and Strathnaver Community Council, Borgiebeg was included. However, we were asked by Highland Council to remove the proposals for Borgiebeg.
